Plot summary:  

Cobra speaks softly, but carries a big fist, the name "Cobra" tattooed across the knuckles. He used to work for the Alien Interraction Division of the CIA, but now he works in Hawaii as a social worker, and constant thorn in the side of Lilo's overworked sister Nani. How's that for a step down? Dealing with extraterrestrials and intergalactic policy one minute, juggling mistreated rug urchins the next. I imagine him spending his nights sitting at the edge of his bed with a gun in his hand, his clothes stained with baby poop and Gerber apple sauce, staring across the room at a picture of him standing with the ambassador from the Argilian Googgacluster, and wondering whether he should just end it all or Flashy Thing himself. Aren't the Secret Service supposed to be concerned with... well... secrecy? Who do they think "the last suit you'll ever wear" is going to fool nowadays? Cobra needs to be walking around in some Casual Male Big and Tall golf gear, not Rip Torn's hand-me-downs. He stands out worse than Doink The Clown in a luchadore battle royal.
